Chapter 418 of the Texas Government Code states the county judge is responsible for the county’s emergency preparedness and is the only one who can declare a disaster in their respective counties. An emergency management director may designate a person to serve as emergency management coordinator. The emergency management coordinator shall serve as an assistant to the emergency management director for emergency management purposes.
The Ellis County Office of Emergency Management (OEM) consists of three full time positions: the Emergency Management Coordinator, Emergency Specialist, and Emergency Management Planner.
