[ARCHIVED] Lowering of All State and National Flags to Half-Staff

Dear State, Local and National Leaders:

Texas and the nation have lost a longtime public servant and leader in government with the passing of Jack Colley, director of the Texas Division of Emergency Management. During his service to the state, Mr. Colley guided response and relief efforts during hurricanes, tornadoes and natural disasters, and prepared Texans to meet the modern challenges of pandemics and terrorism, and unforeseen challenges, to keep us safe. As a mark of respect for this widely regarded public servant, it seems fitting that all flags in Texas be lowered to half-staff.

Therefore, pursuant to Chapter 3100.065 of the Texas Government Code and Chapter 4 United States Code, Sec. 7(m), and acting in my capacity as the Governor of the State of Texas, I hereby direct the lowering of all state and national flags to half-staff on Friday, May 21, 2010. Flags should be returned to full-staff at the beginning of the next day.

The first lady and I extend our prayers of comfort to the Colley family in their time of grief, and urge all Texans to remember and honor his life of service to our state and nation.
